Figure 4.1. Foreign Population in Western Europe (EU15), 1995 to 2014. The figure shows the growth of the foreign-born population in western Europe; it also shows the subset of foreigners from other western European countries—such as Germans living in France and British nationals living in Belgium. Rights of free movement in the Schengen zone contributed almost nothing to the growth of foreign populations in western Europe. The visible bump in the foreign-born population after 2004 reflects the opening of the border to eastern Europe. However, less than 3 percent of eastern Europeans have exercised their right to live and work in the much richer countries of the West. Migration from outside Europe—primarily Africa—is what is really driving the growth of the foreign-born population in Europe.
